Local code execution via unsafe tar extraction

Path traversal in NVIDIA NeMo before 2.0.0rc0 allows local users to execute code and tamper with data through a crafted .tar archive. SaveRestoreConnector extracts archive member paths without ensuring their resolved destinations remain inside the intended extraction directory. Low-privileged local access and a malicious archive are required; successful extraction can write outside that directory and execute code in the restoring process context.
