Server denial of service via Unicode filenames

Resource exhaustion in NVIDIA NeMo Framework 1.22.0 allows remote attackers to interrupt ASR WebApp via Unicode filenames. The tools/asr_webapp upload path accepts a user-controlled Unicode filename and allocates resources without limits or throttling while handling it. The issue requires network exposure of the affected Ubuntu web application; successful requests exhaust server resources until the service becomes unavailable.
