Improper privilege management in Google Android 12, 12L, 13, and 14 allows local users to bypass carrier restrictions. The existing-package installation path accepts an instant-app request for a system or updated system app instead of rejecting that invalid combination. Exploitation requires local access but no user interaction or additional execution privileges, and it grants elevated privileges through the carrier-policy bypass.
