Local privilege escalation via persistent-dot race

Race condition in SystemStatusAnimationSchedulerImpl in Google Android 14 allows local users to gain elevated privileges without interaction. The removePersistentDot method can return while a queued event retains its forceVisible state, allowing the scheduler to preserve the persistent privacy dot during competing state transitions. Exploitation requires local access but no additional execution privileges or user interaction; successful exploitation produces local privilege escalation tied to the failed dot removal.
