Local privilege escalation via wallpaper-service BAL bypass

Elevation of privilege in Google Android 11, 12, 12L, and 13 allows local users to launch arbitrary activities without user interaction. WallpaperManagerService binds a wallpaper service without denying activity starts, so BackgroundLaunchProcessController trusts the visible client's UID. A low-privilege local app is sufficient to inherit that allowance and start an activity while running in the background.
