Improper privilege management in Google Android 12, 12L, 13, and 14 allows local users to gain privileges via crafted user-creation data. UserManagerService serializes attacker-controlled intent extras without length limits, so oversized strings cause an IOException before restrictions are written. Exploitation requires user interaction and can leave a newly created user unrestricted after the device restarts.
