Microphone-indicator suppression via stale AppOps state

Information disclosure in Android Framework 12, 12L, 13, and 14 allows local users to hide the microphone privacy indicator. AppOpsControllerImpl.setListening registers for future AppOps callbacks after SystemUI restarts but fails to query already-active recordings, leaving its active-item state empty. Exploitation requires user interaction and a SystemUI restart during an active recording; the recording continues without the expected privacy indication.
