Database credential disclosure via discarded redaction context

Sensitive-data logging in YugabyteDB Anywhere 2.18.0.0 through 2.18.8.0 allows local users to read database credentials. NodeUniverseManager.executeNodeAction replaces the shell context's existing redaction values instead of merging them, so YSQL and YCQL passwords reach application.log without masking. Access to the host's application logs is required, and exposed credentials allow unauthorized database access.
