Unauthenticated file read via encoded path traversal

Path traversal in Ozeki SMS Gateway 10.3.208 and earlier allows remote attackers to read arbitrary files through its HTTPS interface. The HTTPS endpoint decodes percent-encoded traversal segments and resolves them outside the served directory instead of confining the resulting path. No authentication or user interaction is required, and readable files are exposed with the gateway service's filesystem privileges.
