Email flooding via unprotected test_error action

Missing authorization in Fatal Error Notify before 1.5.3 allows remote authenticated users to flood administrator email via AJAX. The test_error action accepts an admin-ajax.php request without a capability check or CSRF token and sends a test error notification to the configured administrator address. Subscriber-level access is sufficient for direct abuse; remote attackers can instead induce an authenticated user to submit the request, repeatedly generating unwanted mail.
