Arbitrary file read via unrestricted dev-server paths

Improper authentication in Cloudflare Wrangler 3.9.0 through 3.18.0 allows remote attackers to read arbitrary local files via its dev server. The dev server accepts crafted HTTP requests and inspector messages without restricting served paths to bundled files or source-map references. The server must be running; a local-network peer can reach a non-loopback listener, while a malicious website can target a loopback listener.
