Contributor-level pod and user creation via shortcode inclusion

Missing authorization in affected Pods releases allows remote authenticated users with Contributor access to create pods and default-role users. PodsView.php processes the Pods View shortcode file-inclusion path without checking whether the caller may perform the included administrative operation. Contributor-level access is required, and exploitation changes site configuration or adds a low-privilege account rather than directly granting administrator access.
