User impersonation via unchecked JIT username reuse

Incorrect authorization in multiple WSO2 products allows remote authenticated users to impersonate local users through JIT provisioning. The JIT post-authentication handler accepts a supplied username and provisions it without first rejecting an existing local user, allowing the federated identity to be associated with that account. Exploitation requires a fresh federated account, knowledge of a local username, prompt-based JIT provisioning, and mapped-local-subject assertion.
