API ranking manipulation via unchecked forum ratings

Improper input validation in affected WSO2 API Manager and IoT Server releases allows remote authenticated users to manipulate API ratings. RegistryForumManager.rateTopic accepts an integer rating without enforcing the intended 1-to-5 range before storing it. A low-privileged account can submit out-of-range values that inflate API rankings when ratings are used for sorting.
