File deletion via pre-decode path validation

Path traversal in MLflow before 2.9.2 allows remote authenticated users to delete server-accessible files through artifact APIs. The validate_path_is_safe function checks encoded input before URL decoding, so encoded dot-dot sequences reach the artifact deletion handler as traversal paths. The server must proxy artifacts, and its service account permissions bound the files that can be removed, enabling data loss or service interruption.
