API-key disclosure via improper get_settings capability check

Improper authorization in CHEQ ClickCease Click Fraud Protection 3.2.4 and earlier allows remote authenticated users to read API keys. The get_settings function returns configured API keys without enforcing a capability check appropriate to those secrets. An account with the WordPress Author role or higher can reach the function, and the reported consequence is disclosure of the plugin's configured keys.
