Arbitrary workflow execution via improperly scoped PAT

Improper privilege management in GitHub Enterprise Server allows local users to run repository workflows with an improperly scoped PAT. The workflow authorization path accepts that token for operations that commit and run an arbitrary workflow already present in the target repository. Exploitation requires authenticated token access and a preexisting workflow, and execution is limited to the workflow context available in that repository.
