Administrator account creation via client-controlled role parameter

Improper access control in POS and Inventory Management System 1.0 allows remote authenticated users to create Administrator accounts. The /accounts_con/register_account handler trusts the client-supplied account_type value and accepts Admin when creating a user. Any low-privileged account able to reach the handler can create a new account with administrative control over inventory, sales, and users.
