Authenticated service interruption via CODEOWNERS email regex

Regular expression denial of service in GitLab EE allows remote authenticated users to interrupt service using crafted CODEOWNERS content. The Codeowners reference extractor applies EMAIL_REGEXP to a long, attacker-controlled nonmatching email token ending in @, causing excessive backtracking that consumes Puma worker CPU. A signed-in Premium user with project write access can repeatedly call validateCodeownerFile, keeping the instance inaccessible with roughly ten requests per minute.
