TOCTOU race in GitHub Enterprise Server allows remote authenticated users to retain administrator access to transferred repositories. A GraphQL mutation changes repository permissions during transfer, racing the transfer's removal of the existing administrator's access. Exploitation requires existing administrator privileges, user interaction, and precise timing; success preserves control over the transferred repository.
