Server resource exhaustion via Discord attachment regex

Regular expression denial of service in GitLab CE/EE 16.9 through 16.11 allows remote authenticated users to exhaust server resources. Integrations::Discord::ATTACHMENT_REGEX applies nested, unbounded matching to attacker-controlled attachment text, causing excessive backtracking on repeated delimiters. The path requires an enabled Discord integration and low-privileged authenticated access; exploitation interrupts service without reported data access or modification.
