Service interruption via rapid HTTP/2 stream resets

Resource exhaustion in Red Hat OpenShift Container Platform before 4.11.58 and 4.12.0 through 4.12.47 allows remote attackers to interrupt service. The incomplete correction leaves HTTP/2 endpoints processing rapidly opened and reset streams, so decompression and request parsing consume resources after cancellation. Unauthenticated network reachability to an HTTP/2 endpoint is sufficient; sustained crafted traffic can starve valid requests without altering cluster data.
