Internal network access via crafted artifact bucket

SSRF in Kubeflow's artifact retrieval endpoint allows remote authenticated users to read responses from reachable HTTP services. The /pipeline/artifacts/get handler accepts a crafted bucket value as a destination and issues a server-side GET without restricting the target host. A valid session cookie is required; successful requests expose internal service content and permit internal HTTP service discovery, but do not send the session cookie to the bucket target.
