Unauthenticated settings disclosure via unchecked export

Missing authorization in Manage Notification E-mails 1.8.5 and earlier allows remote attackers to obtain plugin settings. The card_famne_export_settings function returns the settings export without first enforcing an authorization check on the requester. No authentication or user interaction is required, and the reported consequence is limited to disclosure of the plugin's saved configuration.
