Service degradation via pipeline syntax ReDoS

Regular expression denial of service in GitLab CE/EE allows remote authenticated users to degrade an affected instance through pipeline syntax validation. The CI/CD Pipeline Editor's syntax verification applies an inefficient regular expression to attacker-controlled pipeline input, consuming excessive resources. A low-privileged account with editor access is sufficient; affected releases are 15.11 through 16.6.6, 16.7.0 through 16.7.4, and 16.8.0 through 16.8.1, and exploitation degrades service without reported data disclosure or modification.
