Service crash via unbounded HTTP request buffering

Memory exhaustion in HashiCorp Vault and Vault Enterprise allows remote attackers to crash affected servers via large HTTP requests. Before request limits and quotas run, rate-limit selection processing copies each inbound HTTP request into memory without a bound check. No authentication is required, and exhausting host memory can invoke operating-system out-of-memory handling and leave Vault unable to recover automatically.
