Unauthenticated backup disclosure via insufficient path validation

Information disclosure in Inisev Backup Migration 1.3.6 and earlier allows remote attackers to download site backup files. The BMI_BACKUP branch of handle_downloading serves a requested backup after insufficient path and file validation. No authentication is required; reachable sites with locally stored backups expose archives containing database credentials, user passwords, and personal data.
