Email verification bypass via profile updates

Incorrect authorization in Grafana and Grafana Enterprise allows remote authenticated users to bypass email verification via profile updates. The /profile flow submits PUT /api/user, which accepts a replacement address without rerunning verification because verify_email_enabled applies only at sign-up. A signed-in user can claim an address they do not control and prevent its legitimate owner from registering, without user interaction.
