ACL bypass via prior-packet decision reuse

Improper access control in Arista MOS with MultiAccess FPGA 1.6.x or 1.7.1 allows remote authenticated users to bypass port ACLs. The FPGA port ACL filter reuses the previous packet's ACL decision for the current packet after the condition is triggered. A 7130 Series FPGA must run MOS with an affected MultiAccess image; the stuck state can pass blocked traffic or drop allowed traffic until FPGA reload.
