Unauthenticated file disclosure via static path traversal

Path traversal in the Ray Dashboard before 2.8.1 allows remote attackers to read arbitrary server files through the /static/ route. The static file handler accepts traversal sequences in the requested path without confining resolution to the intended asset directory. Any host able to reach Dashboard HTTP port 8265 can retrieve files readable by Ray without authentication; no write or service-interruption impact is reported.
