Unauthenticated command execution via shell-interpreted profile format

OS command injection in Anyscale Ray before 2.8.1 allows remote attackers to execute commands through the dashboard's cpu_profile endpoint. The handler passes its unvalidated format query value to CpuProfilingManager, which interpolates it into a py-spy command executed with shell=True. An unauthenticated HTTP request can run commands with dashboard-agent privileges when the dashboard is reachable from an untrusted network.
