Unauthenticated account creation via unprotected user routes

Authentication bypass in MLflow before 2.8.0 allows remote attackers to create application accounts through the user-creation API. The authentication middleware marked both the signup page and POST /api/2.0/mlflow/users/create as unprotected routes, accepting supplied credentials without verifying an administrator. The flaw is reachable when MLflow's basic-auth server feature is enabled, and the resulting account provides persistent access under its assigned permissions.
