Authenticated PHP upload via unprotected certificate handler

Arbitrary file upload in Welcart e-Commerce before 2.9.5 allows remote authenticated users to place PHP files on the server. The upload_certificate_file AJAX action accepts the upfile form part without authorization, CSRF protection, or file-type validation. Subscriber access is sufficient, but the Paygent payment module must be enabled and configured before its certificate-upload path is exposed.
