Arbitrary API PUT requests via name HTML injection

HTML injection in affected GitLab CE/EE releases allows remote authenticated users to issue arbitrary API PUT requests through a victim's session. The name sanitizer removes only complete tags, so an unterminated anchor survives and retains attacker-controlled class and href attributes after later sanitization. On a merge request page, the injected draft-toggle handler sends a PUT request to that href when the authenticated victim clicks the overlay, enabling actions within the victim's API permissions.
