Stored XSS via unescaped user group labels

Stored XSS in PKP Web Application Library before 3.4.0-4 allows remote authenticated users to run script in an administrator's browser. ReportForm.php passes each localized user-group name from getLocalizedName() into an export-form label without HTML encoding. An administrator able to rename user groups can store a payload that executes when the user-list export form is viewed, exposing page-accessible data.
