Server command execution via unchecked executable uploads

Code injection in WP Chill Filr before 1.2.3.6 allows remote authenticated users with Author access to execute server commands. The upload_file action blocks .php files but accepts executable .phar and .phtml extensions, storing them beneath the web-accessible Filr uploads path. Author-level access is required; requesting the uploaded file executes its PHP payload with the web server's privileges.
