Admin task state manipulation via CSRF

Cross-site request forgery in ChiefOnboarding before 2.0.47 allows remote attackers to change admin task completion states. The admin task completion view accepts a state-changing GET request without a CSRF token and toggles the task's completed field. A logged-in manager must be induced to open a crafted completion URL, which marks an assigned task complete or reopens it.
