Security UI spoofing via mis-scaled custom cursors

Inappropriate input handling in Google Chrome before 118.0.5993.70 allows remote attackers to spoof security UI through crafted HTML. Blink's EventHandler::SelectCursor applies inconsistent custom-cursor scaling during visual-viewport containment checks, allowing cursor imagery to overlap browser chrome. A user must open the page and move the pointer over affected content; the bounded consequence is deceptive browser UI, not data access or code execution.
