Incoherent CQP statistics via lockless data race

A data race in the irdma driver in Linux kernel 5.14 allows local users to produce incoherent CQP completion statistics during concurrent work. irdma_wait_event and irdma_check_cqp_progress read the statistic without locking while irdma_sc_ccq_get_cqe_info updates it on another CPU, permitting torn or inconsistent loads. Reachability requires the irdma driver and concurrent completion processing; published evidence demonstrates incorrect accounting but does not establish a specific crash or code-execution path.
