Diagnostic warning via preemptible lppaca pointer access

Preemption-check misuse in affected Linux kernel builds allows local users to trigger a DEBUG_PREEMPT warning by reading /proc/powerpc/lparcfg. The lppaca_shared_proc() helper obtains an lppaca pointer through get_lppaca(), which invokes a preemption check from preemptible lparcfg code. Reachability requires a PowerPC pSeries kernel built with DEBUG_PREEMPT; the shared processor state remains correct despite the warning.
