Kernel warning via delayed DECL_TAG rejection

Improper BTF type handling in Linux 5.16 through 6.4.6 allows local users to trigger a kernel warning via a crafted BPF map request. btf_type_id_size() tests a DECL_TAG only after reaching WARN_ON_ONCE instead of classifying it as a no-size type and returning NULL earlier. The caller must be permitted to create BPF maps; the kernel rejects the type correctly, so the consequence is limited to a one-time diagnostic warning.
