Wi-Fi initialization failure via incorrect channel threshold

Improper channel-range validation in Linux ath11k causes Wi-Fi initialization failure on affected 6 GHz-only hardware. In ath11k_mac_setup_channels_rates(), the driver compares the board's maximum 6 GHz frequency with 7115 MHz instead of the 5925 MHz band minimum, so it omits the 6 GHz channel table. The failure occurs during radio registration only when the board data excludes 7115 MHz, leaving the affected wireless interface unavailable.
