Local resource exhaustion via clock-registration error paths

Resource leak in the RAA215300 regulator driver in Linux 6.5 through 6.5.3 allows local users to reduce system availability. The driver's probe error path leaves memory from clk_register_clkdev() and resources from clk_register_fixed_rate() allocated after failure. Reaching the condition requires local high privileges and an affected RAA215300 device; repeated probe failures consume kernel resources.
