Kernel warning via stale quota-state assertion

Race condition in Linux kernel quota handling allows local users to trigger a kernel warning during concurrent quota reconfiguration. During quota resume and a concurrent writable file open, invalidate_dquots calls dqgrab even though DQ_ACTIVE_B is legitimately clear, so its assertion emits WARN_ON_ONCE. Reaching the path requires privileged ext4 quota reconfiguration and a narrow concurrency window; the published consequence is limited to the warning.
