Local crash via premature representor neighbor cleanup

Use-after-free in Linux kernel mlx5e 6.1.31 through 6.1.44 and 6.3.5 through 6.4.9 allows local users to crash the system. During ECMP tunnel-offload teardown, uplink profile->disable frees peer representor neighbor data before mlx5e_rep_neigh_entry_release reads it while deleting the peer flow. Reachability requires mlx5e ECMP encapsulation across paired eswitches and privileges to unload the driver or otherwise unpair an eswitch.
