System hang via interconnect lock inversion

Deadlock in the Linux kernel interconnect core from 5.1 through 6.5.4 allows attackers to hang affected systems during runtime resume. The icc_set_bw path holds the shared icc_lock while runtime power management can enter memory allocation and reclaim, creating a circular dependency with the Adreno GPU resume path. Triggerability depends on a Qualcomm interconnect and Adreno runtime-resume path intersecting reclaim; the bounded consequence is a system hang.
