Driver deadlock via repeated NAPI disable

Deadlock in the HNS3 network driver in Linux 6.1 allows local users to hang driver work through concurrent external loopback and reset. During hns3_external_lb_restore, a reset failure skips napi_enable(), so a later external-loopback test calls napi_disable() twice and deadlocks rtnl_lock(). Reaching the flaw requires an HNS3 adapter and CAP_NET_ADMIN to invoke the test and reset actions; the blocked workqueue interrupts driver service.
