IRQ resource leak via stale netdev state

Race condition in the Linux kernel iavf driver allows attackers to leak traffic IRQ resources by closing a resetting netdev. The iavf_reinit_interrupt_scheme() path consults netif_running() after __LINK_STATE_START is cleared, so it skips iavf_free_traffic_irqs(). Reaching the flaw requires permission to close an iavf network device and overlap with iavf_reset_task(); published evidence reports leaked IRQ entries and a kernel warning, not a crash.
