Kernel memory leak via zero-ended PCI resource rejection

Resource management error in the Linux PCI host-bridge setup leaks kernel memory when a valid root bus resource ends at zero. The resource-filtering path tests only resource.end, so it discards the valid range instead of requiring flags, start, and end all to be zero. The demonstrated condition occurs during PCI initialization on r8a7791/koelsch hardware, where the bus range is not registered and its 64-byte entry remains unreferenced.
