System hang via incorrect IRQ-state restoration

Denial of service in Linux kernel 5.10 allows local users to hang the system through blk-iocost block-I/O request merging. adjust_inuse_and_calc_cost() releases bfqd->lock with spin_unlock_irq(), enabling interrupts when its caller entered with interrupts disabled and allowing an interrupt handler to reacquire the held lock. Triggering the deadlock requires local low-privileged access and the affected block-I/O control path; the bounded consequence is a system hang.
